You can see tractor-trailers most mornings, especially in south Bakersfield, parked along the side of the road or on dirt lots.
It’s apparently convenient for the drivers. But it’s irritating to neighbors, and it’s illegal.
The problem was so bad that the City Council raised the fine for doing it by 130 percent.
